Grants

EPA assists states, tribes, and local governments to protect and improve wetlands within their jurisdictions by awarding monetary grants under section 104(b)(3) of the Clean Water Act. Each year, usually in the fall, we announce availability of funds. These funds are awarded on a competitive basis. The application period is now open through May 15, 2015! Click below for the request for proposals (RFP).

Notification of 2015 Changes

Two year grant cycle beginning in fiscal year 2015 (FY15): Region 9 will conduct a biennial Wetland Program Development Grant (WPDG) solicitation for multiple year funding beginning FY 15. This means grant solicitation will go out ONCE every TWO years instead of once a year as it has been in the past. The FY15 WPDG solicitation will cover FY15 and FY16 and the next WPDG solicitation will take place in FY17, covering FY17 and FY18.

Region 9 held a webinar on April 7 regarding the two year grant cycle, the FY15 RFP, and Wetland Program Plans. A recording of the webinar and presentation material has been made available.

FAQs on biennial grant cycles have been added to our Frequently Asked Questions.

Electronic Submission Requirement in FY 15: Effective February 17, 2015, EPA grant applicants must use Grants.gov to submit their applications. It is highly recommended that EPA applicants complete their registration on Grants.gov now, since the entire process can take up to 30 days to complete. Information located at Submitting an Application to Grants.gov Apply and Applicant Resources for Grants.gov will help you get started. Applicants are also encouraged to view a previously recorded EPA Information Webinar session/ presentation regarding Grants.gov or register for an available session. For entities with extremely limited or no access to the internet, refer to instructions from EPA Office of Grants and Debarment (PDF) (1 pp, 218K). Also, the Region 9 Application Checklist (PDF) (2 pp, 121K) will help ensure your EPA application submitted through Grants.gov is complete.

Please see Region 9 Grants Information for other general grant requirements and policies that are new this year.
