Permitting Hazardous Waste Facilities
The Resource Conservation and Recovery Act (RCRA) requires anyone who owns or operates a facility where hazardous waste is treated, stored, or disposed to have a RCRA hazardous waste permit issued by an authorized state agency or EPA.

Authorized State RCRA Permitting Programs
Under RCRA, most hazardous waste permits are issued by states. Region 9's state programs are authorized to issue permits. For information on how to obtain a hazardous waste permit, or on permits already issued, contact these respective state agencies:

Community Involvement and Environmental Justice
EPA is supporting national Environmental Justice (EJ) goals by inviting communities to provide input during the permit application review process. To support early engagement of permittees and overburdened communities, EPA's Pacific Southwest office has developed an Environmental Justice and Permitting Implementation Plan which the Pacific Southwest regional office will follow in processing EPA RCRA and TSCA permit applications. In addition, EPA has developed a community engagement guide for potential permitees, entitled Promising Practices for Permit Applicants Seeking EPA-Issued Permits: Ways to Engage Neighboring Communities.
