Tank Upgrade Alternatives

The Administrative Order on Consent (AOC) requires the Navy to research and evaluate structural upgrades to the existing tanks at Red Hill. Currently the tanks are constructed of concrete with quarter inch steel plates forming a liner around the barrel and top of the tanks, and half inch steel plates lining the bottom of the tanks. The concrete varies from 2 ½ to 4 feet thick, and the entire tank sits atop a twenty foot thick concrete foundation.

The Navy developed a preliminary study and evaluation of 14 tank upgrade alternatives. Nine of the 14 alternatives were double-wall containment systems and the remaining five were single-wall containment systems. Six options will undergo in-depth study as part of the AOC.

The studies will also evaluate the unique inspection, maintenance and repair procedures needed with each tank upgrade alternative to prevent leaks and ensure proper performance.

On June 23, 2016 Navy and DLA concurred with the Regulatory Agencies that scoping for the Tank Upgrade Alternatives (TUA) Scope of Work was complete. On September 8, 2016 Navy and DLA submitted the Draft TUA Scope of Work for the Regulatory Agencies’ review and approval. The Regulatory Agencies conditionally approved the TUA Scope of Work on December 8, 2016 (letter available for viewing below).
