Release Detection

Each of the 20 tanks at Red Hill can hold over 12 million gallons of fuel. The Navy currently uses two methods to determine if leaks are occurring, a continuous monitoring of the fuel level and an annual test to determine if the tank is leaking.

Under the Administrative Order on Consent (AOC), the Navy is required to develop a report that details the methods and procedures currently used to detect leaks inside each tank. The Navy will then develop a “Release Detection Alternatives Report” that will include an evaluation of their current practices against alternative leak detection methods. Based on this report, a decision will be made on the most appropriate and effective release detection procedures to apply at Red Hill.

On September 15, 2016 the Regulatory Agencies approved Navy and DLA’s Current Release Monitoring Systems Report. The Parties will begin meeting in early October to develop an outline for the Scope of Work to study the potential for new or improved release detection methods.
