About Polluted Runoff

There are two statutory authorities that address polluted runoff:

All the States in Region 9 have approved Non-Point Source (NPS) Management Plans under the CWA. The Coastal NPS programs (under CZARA) in California, American Samoa, Commonwealth of the Northern Mariana programs are integrated with the NPS program under the CWA 319 program and are fully approved. The Coastal NPS Programs in Hawaii and Guam are also integrated with the CWA 319 program and are conditionally approved. The goal of the NPS Program is to restore and protect water quality.

Since 1990, Congress has provided over $1.5 billion dollars nationally to address polluted runoff under the CWA Section 319. These funds are provided to state water quality agencies to implement the State's EPA approved NPS Management Plan. All of the states in Region 9 provide funding to local NPS implementation projects through a competitive process.
