Region 9's Superfund Federal Facilities Cleanup Branch (FFCB) works closely with other federal agencies to assist in the cleanup of the hazardous waste areas at their facilities.
A major portion of Region 9's Federal Facilities oversight program is devoted to assisting the Department of Defense (DoD) with the cleanup at their Base Realignment and Closure (BRAC) installations. Thirty-one of the 115 major base closures nationwide have occurred in Region 9.
In addition to our more traditional cleanup oversight role, the FFCB works to facilitate the reuse and redevelopment of BRAC federal properties. When the BRAC program began in the early 1990s, EPA worked with DoD and the states to identify uncontaminated areas and these parcels were immediately made available for reuse. Since then we have worked with DoD to clean up the contaminated portions of bases. These are usually parcels that were training ranges, landfills, maintenance facilities and other past waste-disposal areas.
Now, as additional portions of the bases are cleaned up, DoD is transferring those parcels (primarily to local communities) for reuse and development. Of the 149,000 acres potentially available for reuse at BRAC facilities in Region 9, more than 110,000 acres have been made available for sale or lease to-date.
EPA often helps to identify realistic types of land-reuse given the cleanup constraints at the DoD facility. We also help integrate cleanup with the intended reuse. The variety of uses for these parcels includes new airports, major seaport expansions, college campuses, homeless assistance shelters, manufacturing complexes, light industries, prisons, residential/commercial development, open space, parks, and wetlands.
In addition to our activities for the BRAC installations, we oversee cleanup activities at Department of Energy and National Aeronautics and Space Administration facilities and at many DoD installations which are not slated for closure.
In all, EPA Region 9's FFCB oversees the cleanup of 31 National Priorities List (NPL) or major Federal Facility sites in Region 9. We carry out our responsibilities in coordination with EPA's national Federal Facilities Restoration and Reuse Office and the Federal Facility Enforcement Office, and in conjunction with the state and territory environmental offices within our region.
