The Emergency Prevention and Preparedness Program is located within the Response, Planning and Prevention Branch of the Superfund Division. It is home to EPA Region 9's prevention activities under Superfund Law (CERCLA), the Emergency Prevention and Community Right to Know Act (EPCRA), and the Clean Air Act Risk Management Plan Regulations (CAA 112(r)).

In collaboration with the Emergency Response program, it is also home to the planning and preparedness activities required by CERCLA, EPCRA, and the Clean Water Act as amended by the Oil Pollution Act of 1990 (OPA). Each of these laws and this program's planning, outreach, and enforcement activities provide the foundation for the Pacific Southwest Region's

Emergency Prevention Programs

EPA's Preparedness Programs plan for and respond to chemical releases, oil spills and natural or man-made disasters.

The key functions of the Region 9 Emergency Prevention Programs are regulatory enforcement and compliance outreach. We work very closely with federal, state, and local partners and have developed important industry-based collaborations as well. The main program elements are outreach and education, compliance assistance, inspection and investigation, and enforcement. The prevention laws that we implement are:

Emergency Preparedness Programs

The emergency preparedness programs are designed to provide the foundation for planning coordination and collaboration with federal, state, and local response partners. The National Response System and the National Contingency Plan provide the framework for this important safety continuum element in coordination with the National Response Plan. The key organizational tools that we use to support our planning and preparedness responsibilities are:

    • State and Tribal Emergency Response Commission and Local Emergency Planning Committee Partnerships (SERC | TERC | LEPC)
