San Joaquin Valley New Source Review (NSR)

April 19, 2004: EPA fully approved San Joaquin Valley Unified Air Pollution Control District Rule 2201 (New Source Review, or "NSR") and Rule 2020 (Permit Exemptions). The new rules require pollution controls and mitigation from new or modified stationary sources of air pollution.

EPA finalized the approval after considering public comments on its proposed approval, published February 13, 2003. EPA approved the rules based on rule improvements adopted by the District on December 19, 2002. The needed improvements were identified by EPA in its limited approval/limited disapproval of the District’s NSR rules, published July 19, 2002.

The changes in the final approval simply codify the district’s current NSR program.
