Today’s Action

  • EPA is finalizing a Federal Implementation Plan (FIP) under the Clean Air Act (CAA) to regulate emissions from Navajo Generating Station (NGS), located on the Navajo Indian Reservation in Arizona.
  • This FIP will ensure protection of tribal air resources and air resources in the Page, Arizona area.
  • This FIP establishes federally enforceable emissions limitations for sulfur dioxides, total particulate matter, and opacity, and a requirement for control measures for dust.
  • This action does not establish BART limits for NOx and PM; that action will be in a future rulemaking.

Background

  • The plant was previously complying with emissions limits in the Arizona State Implementation Plan. However, EPA’s promulgation of the Tribal Authority Rule clarified that State air quality regulations generally could not be extended to facilities located on the Indian reservation. It is therefore appropriate for EPA to issue federally enforceable emissions limitations for NGS.
  • The NGS is a 2,250 megawatt (MW) coal-fired power plant located on the Navajo Indian Reservation near Page, Arizona. The NGS consists of three units which became operational between 1974 and 1976. The Salt River Project (SRP) is the operating agent for NGS which is jointly owned by the SRP, U.S. Bureau of Reclamation, Los Angeles Department of Water and Power, Arizona Public Service Company, Nevada Power, and Tucson Electric Power.
  • Existing pollution control equipment at NGS includes scrubbers for SO2 control, hot-side electrostatic precipitators for particulate matter, and all three units are being retrofit with modern low NOx burners and separated overfire air for NOx control.
