Grant Requirements

Code of Federal Regulations (CFR)

The Federal Regulations that govern EPA grants are found in Title 40. The main administrative requirements for your grants are found in Parts 30 and 31, depending on your organization’s type. The following links are directed towards the Electronic Code of Federal Regulations (e-CFR) website.

Part 30 - Uniform Administrative Requirements for Grants and Agreements with Institutions of Higher Education, Hospitals, and other Non-Profit Organizations

Establishes requirements for grants that support students through traineeships and occupational and professional training, and the development of career-oriented personnel qualified to work in certain environmental occupations

Office of Management and Budget (OMB) Circulars

The OMB Cost Circulars identify which types of costs may be charged to a federal grant and include allowable approaches to charging indirect costs. The Circular you should follow depends on your organization type. The following links are directed towards the OMB website.

EPA Policies

Sub-award Policy (PDF) (7 pp, 35K): This policy provides the grant recipients with guidance on how to manage sub-awards under EPA assistance agreements such as grants and cooperative agreements. The areas covered by this policy include eligibility, special considerations for specific types of sub-awards, and sub-award competition. In addition, this policy includes the following appendices:

Greening Grants Policies

EPA Region 9 has implemented a Greening Grants Policy to incorporate sustainability practices into projects funded under EPA assistance agreements.
