Design the system

A system-level design guides implementation of an integrated Surveillance and Response System (SRS). To design the system, you should:

  • Establish a project management team to guide the design and implementation process
  • Establish goals for monitoring and managing your utility’s distribution system
  • Use your goals to guide the design of your SRS
  • Develop a master plan for the components of your SRS


Design the components

Use the master plan to guide the design of the individual SRS components through the following process:

  • Check to see if you can build the component with in-house assets
  • Identify gaps that you need to fill to achieve your SRS goals
  • Develop a detailed design for the component
  • Refine and implement the design

Guidance and tools are available to support the design of an SRS. EPA is developing products to assist utilities in assessing existing capabilities that could provide a foundation for the components of an SRS.  We expect to release these tools soon.
