Electronic Permit Submittal System - Region 9
The Electronic Permit Submittal System (EPSS) allows state and local permitting authorities to electronically submit proposed and final Title V permits to EPA. It also allows public on-line viewing of permits, statements of basis, and correspondence from state and local air agencies, as well as EPA Region 9 comments on proposed permits. Note that this database is only complete where permitting authorities submit permits electronically to EPA via EPSS. When permits are not submitted through EPSS, only summary data may be available.

AFS Plant ID
ID number used to track facilities in airS. The first five digits are the state and county codes.
Applicable Requirements
Lists in generic fashion all applicable requirements that apply to a facility, such as "NSR" (New Source Review) and "NESHAP/MACT" (National Emission Standards for Hazardous Air Pollutants/Maximum Achievable Control Technology).
County
County in which the facility is located.
County Code
Three digit airS county code.
Description of Proposed Modification
If an applicant is applying for a modification, i.e. adding or changing an emission unit or control device, this field can be used to describe the proposed modification.
EPA First Receives Proposed Permit
Date that EPA first receives a proposed permit starts its review period, which is 45 days for Title V permits.
EPA Review Period Ends
Date that EPA review period ends.
Facility
Name of a facility.
General Description of Process/Products
Description of industrial process and/or equipment in use at facility, such as storage and distribution of petroleum or "gas turbine".

Permit number as assigned by the state or local air pollution control agency.
Permit Type
Indicates what type of permit the facility has applied for: Operating Permit (Title V), Authority to Construct, Enhanced NSR, Integrated permit (both ATC and Title V), Acid Rain, Federally Enforceable State Operating Permit (FESOP), or Non-federally Enforceable State Operating Permit
Revised End Date of EPA Review Period
End date of EPA's review period, if this date has been revised after the submittal of additional information by the permitting authority.
Standard Industrial Code
Four digit Standard Industrial Code for the facility.
State Code
Two digit airS (Aerometric Information Retrieval System) state code.
State/Local Control Agency
Name of state or local air pollution control agency that issues permits.
Status
Indicates the status of a permit: pre-draft, draft, proposed, or final. EPA has 45 days to review and comment on proposed Title V permits.
Submittal Complete/EPA Review Period Starts
This field is used to indicate the revised start date of EPA's review period in cases where EPA lacked sufficient information to begin its review of a proposed permit when it was first submitted.

Indicates whether a permit applies to a single emission unit, multiple emission units, or the entire facility.
Type of Facility
General description of facility, such as "crude oil production", "power plant" or "stone quarrying and processing".
Type of Permit Action
Indicates whether the permit is an initial (new) permit, an administrative amendment, a minor modification, a significant modification, or a renewal.

Regulated pollutants with permitted emission limits in tons per year.
