The State of Vermont, and the Commonwealth of Massachusetts both implemented law/regulations in 2014 to promote food recovery and decrease disposal of food scraps in landfills. Vermont’s Universal Recycling Law (Act 148)Exit set a time line for food scrap diversion beginning on July 1, 2014. The Commonwealth of Massachusetts implemented the Commercial Food Waste Disposal BanExit on October 1, 2014. The State of California will being implementation of AB1826Exit in April 2016 requiring businesses and institutions to recycle their organic wastes. BioCycle will set the stage of the National regulatory landscape followed by leaders from each of these State Governments who will share their programs and progress to date.

Nora Goldstein, BioCycle - Nora Goldstein is Editor of BioCycle, the Organics Recycling Authority, published by The JG Press, Inc. in Emmaus, PA. BioCycle is in its 56th year of publishing. Nora has authored numerous articles on all facets of zero waste, food recovery and recycling, composting and anaerobic digestion. She manages BioCycle’s databases, including FindAComposter.com, FindADigester.com and FindOrganicsHauler.com. Nora serves on the Board of the Institute for Local Self-Reliance, and is a Board Member Emeritus of the American Biogas Council.
John Fischer, Massachusetts Department of Environmental Protection - John Fischer is Branch Chief for Commercial Waste Reduction and Waste Planning at the Massachusetts Department of Environmental Protection (MassDEP). In this position, he coordinates MassDEP’s programs to advance waste reduction, recycling and composting by businesses and institutions in Massachusetts. Mr. Fischer also oversees development and implementation of the state’s Solid Waste Master Plan, solid waste and recycling data, the Solid Waste Advisory Committee, and disaster debris planning. He has a Bachelor’s degree in Human Ecology from Connecticut College and an MS in City Planning, focusing on Environmental Policy and Planning, from the Massachusetts Institute of Technology.
Josh Kelly, Vermont Agency of Natural Resources - Josh Kelly is Section Chief of the Materials Management Section and joined the Vermont Agency of Natural Resources in 2013 to help implement Vermont’s Universal Recycling law. Previously, he spent nearly a decade working to conserve land in northern New England, and then worked for the Highfields Center for Composting, building composting programs in VT.
Marshalle Graham, CalRecycle - Marshalle Graham serves as a Senior Environmental Scientist for the California Department of Resources Recycling and Recovery (CalRecycle). For nearly 25 years, she has worked in various capacities at CalRecycle from dumpster diving and coordinating statewide studies to assisting local governments and developing regulations. Recently, she lead a team to develop the regulations and implementation tools and resources for the state’s mandatory commercial recycling program. One of her current responsibilities is to do the same for the implementation of California’s new mandatory commercial organics recycling law.
