In March 2004, under a cooperative agreement with EPA, a Smart Growth Leadership Institute project team visited Baton Rouge, Louisiana, for meetings with stakeholders including developers, local political leaders, and planning staff. Policy and Code Audit Report: Baton Rouge, LA (2004) presents analysis, findings, and potential actions based on the site visit, interviews, and feedback from the stakeholders and planning staff.
