This report summarizes SC&A's review of the planned change request (PCR) submitted by the U.S. Department of Energy (DOE) to the U.S. Environmental Protection Agency (EPA) proposing the disposal of some remote-handled (RH) transuranic (TRU) waste in shielded containers on the floor of the disposal rooms at the Waste Isolation Pilot Plant (WIPP), rather than in canisters emplaced in the disposal room walls.
