Clean Diesel Port Funded Projects: 2008-2015
A total of 71 projects have been entirely awarded to ports totaling $80 million since 2008. The graphic below shows an overview of funding by year for ports projects through the Diesel Emissions Reduction Act (DERA), and the American Recovery and Reinvestment Act (ARRA). DERA funding includes solicitations through national, state and ports requests for proposals.

During 2013 and 2014, 10 ports projects were awarded grant funding through a Ports RFP. Below is an overview of the funding that was awarded through the Ports RFP. There were other ports projects funded through the National DERA RFP and state DERA programs during 2013 and 2014 not included below.

Under the 2014 DERA Ports RFP, EPA awarded over $5 million in Diesel Emissions Reduction Act (DERA) funding for four projects to retrofit or replace diesel engines resulting in immediate reductions of harmful pollutants.
- City of Los Angeles Harbor Department – Port of Los Angeles Crane Replacement
Location: San Pedro Bay (Los Angeles County)
Award Amount: $1,332,000
Project Summary: This project will replace one diesel-powered crane with an all-electric, zero emission crane. - New Jersey Department of Environmental Protection – Ferry Vessel Repower
Location: The marine vessel operates between Atlantic Highlands, NJ and terminal locations in New York City.
Award Amount: $1,382,000
Project Summary: This project will replace four Tier 1 marine propulsion engines with Tier 4 certified engines. - Oregon Department of Environmental Quality – Cargo Handling Equipment Retrofits & Drayage Truck Replacements
Location: Port of Portland
Award Amount: $1,500,000
Project Summary: This project will retrofit three pieces of cargo handling equipment, an aerial lift and two terminal tractors with diesel particulate filters. The project will also replace 23 older Class 8 drayage trucks with models powered by model year 2011 or newer certified engines. - Port of Houston Authority – Drayage Truck Replacements
Location: Port of Houston and along the Houston Ship Channel (Harris County, TX)

Under the 2013 DERA Ports RFP, EPA awarded $4.2 million in Diesel Emissions Reduction Act (DERA) grants. The six projects will retrofit or replace diesel engines resulting in immediate emissions reductions of harmful pollutants.
- City of Los Angeles Harbor Department – Port of Los Angeles Cargo Handling Equipment Retrofit Project
Location: San Pedro Bay/Los Angeles, CA
Award Amount: $469,000
Project Summary: This project will retrofit 14 pieces of cargo handling equipment with diesel particulate filters at the Port of Los Angeles.

Project Summary: This project will provide incentives to replace 35 pre-1997 model year drayage trucks in service at the Port of Baltimore with trucks powered by 2010 or newer certified engines.

Award Amount: $500,000
Project Summary: This project will complete electrification of Wharf #1 and allow the port to supply shore-side power to ocean going vessels at all three berths simultaneously, thereby reducing emissions from ship idling.

Location: King County, WA
Award Amount: $1.2 million
Project Summary: This project will provide incentives to replace 40 older heavy-duty drayage trucks with trucks powered by 2010 or newer certified engines. The project will supplement the port’s existing ScRAPS 2 truck replacement program.

Project Summary: This project will repower a Tier 0 switcher locomotive with a Tier 3+ engine equipped with an automatic start-stop system to reduce idling.
