ODS Recordkeeping and Reporting
EPA has issued a series of regulations to phase out the production and import of Class I and Class II ozone-depleting substances (ODS). The regulations include reporting and recordkeeping requirements for producers, importers, and exporters of Class I and Class II ODS. EPA provides reporting forms and instructions to assist entities in fulfilling these requirements.
EPA also offers electronic reporting for quicker, simpler data submissions.

Class I Substances (Except Methyl Bromide)
- Electronic reporting is available for the Class I producer, importer, and exporter reports.
- Class I reporting forms are due 45 days after the end of the reporting period.

Methyl bromide laboratory suppliers: Use the Essential Use Holder and Laboratory Supplier Quarterly Report located with the Class I Reporting Forms to report on the amount of methyl bromide purchased from producers and/or importers and sold to laboratory customers. You will need to manually enter methyl bromide as a chemical in column A of Section 4 and Section 5 of the reporting form.
Class II Substances (Hydrochlorofluorocarbons)
- Electronic reporting is available for the Class II producer, importer, and exporter reports.
- Class II reporting forms are due 30 days after the end of the reporting period.

EPA’s Electronic Reporting System
EPA offers an electronic reporting system as an alternative to paper-based reporting. Electronic reporting can reduce time and resources spent on reporting, save paper, and improve data quality.
To participate in the electronic reporting system, you will need to register with EPA's Central Data Exchange (CDX) and obtain an electronic signature. Once you initiate registration, EPA will authenticate your account in approximately 48 hours. You can then complete electronic forms and submit them through CDX.
To ensure proper use of the forms, you will need Microsoft Excel 2003. It is possible to complete the forms using other versions of Excel, but contact EPA first for guidance.

Remember, you must submit electronic and hard copy forms for the first two quarters that you use the electronic reporting system. This will allow EPA to ensure a seamless transition to the electronic reporting system.
