Purpose/Objective:  

The purpose of this document is to provide a framework to assist incident commanders, project managers, state and local authorities, contractors, and enforcement divisions in developing and implementing an approach for sample collection during the cleanup of an urban environment after a radiological homeland security event. Information in this document can be used to develop a systematic and integrated methodology to sample collection, which will meet data use needs and site disposition objectives.
