User associations for Fuel Programs systems

To view or submit Fuel Program data, users must be delegated by the Responsible Corporate Officer (RCO) of a company to access the various Central Data Exchange (CDX) program services on behalf of the company. To create a Company Association Request, you must have a CDX account. 

Follow these instructions to create or update user associations:

If you do NOT have a CDX account, select one of the situations below:

  • Situation A: I want to associate with a registered company
    1. Read Section 2.2 "OTAQREG Registration for New CDX Users" in this document: User guide for registration in EPA Fuel Programs
    2. Register your CDX account under your employer organization. This is only one step in the process of associating with a company within CDX OTAQREG. Please refer to Sections 3.1 and 4.1 of the user guide for guidance on the remaining steps.
    3. Refer to Section 8.2 of the user guide for information on the roles you can select when associating with a company.
    4. If you are unable to electronically sign your Electronic Signature Agreement (ESA) and CDX prompts you to sign a paper version, you may continue with the association process detailed in Sections 3.1 and 4.1 of the user guide. EPA recommends that you mail your signed ESA in the same package as your Company Association Request paperwork.
    5. Have your Responsible Corporate Officer (RCO) sign the Company Association Request document* and send all pages to EPA: EPA's Fuels Programs Mailing Addresses
    6. After receipt of the paperwork, EPA will review the materials and activate the request, after which you will receive an e-mail notification. EPA will contact you if there are any issues with the paperwork that prevent EPA from activating the request.

    *Note: Some RCO’s have registered to be able to electronically sign Company Association Requests. If this is the case for a company you are associating with, the status listed for this request in your “Pending Requests” list on the CDX OTAQREG Home page will be “Awaiting RCO Electronic Signature.” If the RCO electronically signs the request in CDX OTAQReg using their CDX account, the request will automatically be activated. You will not need to mail Company Association Request paperwork to EPA, though you will still need to mail in a signed ESA if CDX OTAQREG prompts you to do so.

  • Situation B: I want to create a new company and associate myself with it
    1. Follow the instructions for "If you do NOT have a CDX account" on this web page: Register a new company for Fuel Programs.

If you HAVE a CDX account, select one of the situations below:

  • Situation C: I want to create a new company and associate myself with it
  • Situation D: I want to associate with a registered company
    1. Read Section 2.3 "OTAQREG Registration for Existing CDX Users" in this document: User guide for registration in EPA Fuel Programs.
    2. Select your employer organization when adding the CDX OTAQREG program service. This is only one step in the process of associating with a company within CDX OTAQREG. Please refer to Sections 3.1 and 4.1 of the user guide for guidance on the remaining steps.

  • Situation E: I want to update my user roles for an existing company association
    1. Read Section 4.2 "OTAQREG Registration for Existing CDX Users" in this document: User guide for registration in EPA Fuel Programs.
    2. Refer to Section 8.2 of the user guide for information on the roles you can select when associating with a company.

  • Situation F: I want to access additional program services in CDX for reporting

    The following two program services are used for reporting and compliance under Fuels Programs. 

    • OTAQDCFUEL
    • OTAQEMTS

    To add program services:

    1. Log in to CDX. 
    2. Click the "Add Program Service” button on your MyCDX home screen.
