Register a new company for Fuel Programs

To view or submit Fuel Program data, users must be delegated by the Responsible Corporate Officer (RCO) of a company to access the various Central Data Exchange (CDX) program services on behalf of the company. To create a New Company Request, you must have a CDX account.

If you do NOT have a CDX account, select one of the situations below:

  • Situation A: I want to register a new company that is a renewable fuel producer
    1. Read Sections 2.2 and 3.1 in this document: User guide for registration in the OTAQ Fuel Programs
    2. Register your CDX account under your employer organization. This is only one step in the process of associating with a company within CDX OTAQREG. Please refer to Sections 3.1 and 5 of the user guide for guidance on the remaining steps.
    3. If you are unable to electronically sign your Electronic Signature Agreement (ESA) and CDX prompts you to sign a paper version, you may continue with the association process detailed in Sections 3.1 and 5 of the user guide. EPA recommends that you mail your signed ESA in the same package as your New Company Request paperwork.

  • Situation B: I want to register a new company that is NOT a renewable fuel producer
    1. Read Sections 2.2 and 3.1 in this document: User guide for registration in the OTAQ Fuel Programs
    2. Register your CDX account under your employer organization. This is only one step in the process of associating with a company within CDX OTAQREG. Please refer to Sections 3.1 and 5 of the user guide for guidance on the remaining steps.
    3. If you are unable to electronically sign your Electronic Signature Agreement (ESA) and CDX prompts you to sign a paper version, you may continue with the association process detailed in Sections 3.1 and 5 of the user guide. EPA recommends that you mail your signed ESA in the same package as your New Company Request paperwork.

If you HAVE a CDX account, select one of the situations below:

  • Situation C: I want to register a new company that is a renewable fuel producer

    The process for registering companies that are renewable fuel producers is significantly different than the process for registering any other type of company. The following web page is specifically for registering new renewable fuel producers:

  • Situation D: I want to register a new company that is NOT a renewable fuel producer

    Follow these steps to register a new company in OTAQREG that is NOT a renewable fuel producer:

    1. Read Section 5 "Create a New Company" in this document: User guide for registering in EPA Fuel Programs
    2. Important note about RCO e-signature: A Responsible Corporate Officer (RCO) can request the ability to electronically sign requests in OTAQREG. The RCO must have a CDX account to register for e-signature capabilities. When creating the new company in OTAQREG, enter the RCO CDX User ID in the RCO section, and RCO e-signature capabilities will be granted when EPA activates the New Company Request. This allows the RCO to electronically sign Company Update Requests, electronically approve Company Association Requests, and allows the RCO to participate in the Quality Assurance Plan (QAP) program if the company is a renewable fuel producer. 
    3. You must select business activities at the company-level and the facility-level. Company business activities must include all facility business activities with the following exceptions, which do not warrant a facility registration:
      1. Gasoline - Independent Lab
      2. RFS - RIN Owner Only (Blenders, Marketers, Traders)
      3. RFS - Renewable Fuels Exporter
      4. RFS - Small Blender
      5. RFS - RFS Pathway Petition Submitter (80.1416)
      6. QAP Provider
    4. Refer to section 8.2 of the user guide for information on the roles you can select as an associated user under the new company. 
    5. Print the New Company Request document and have the RCO sign the two pages that require a signature. If the RCO requests e-signature capability, future requests can be signed and submitted electronically, but RCO e-signature is not available for New Company Requests.
    6. Submit all pages (including page 1) of the New Company Request document to EPA . All paperwork should be sent to: EPA's Fuel Programs Mailing Addresses
     

    After the request is submitted:

    • EPA will review the request. 
    • An email notification is sent to the RCO and associated users when the request is activated by EPA.
    • EPA will contact you if there are any issues with the paperwork that would prevent EPA from activating the request. 

    Additional tips for specific company and facility activities:

    Fuel importers:

    • Importers using a specific importing facility must register that facility location. Importers that do not use a specific import facility (e.g., import fuel via railcar) must register with a Petroleum Administration for Defense District (PADD) facility for each PADD region they are importing fuel into.
    • Renewable fuel importers should not enter fuel pathway or capacity information for the importer facility information in CDX OTAQREG. Importers may enter “N/A” for required capacity fields.
    • Importers must register under Title 40 CFR Part 79 - Fuels and Fuel Additive Registrations (FFARs). See the following link: Register a fuel or fuel additive
