When preparing to conduct a use attainability analysis, States/Tribes, Federal agencies, and other stakeholders should agree on the following aspects of the study at the outset:

• What is the problem statement?
• What are the QA/QC and statistical requirements?
• What are the quality and uses of existing data?
• What collection and analysis of new data (if any) needs to be conducted?
• How will the results be evaluated and summarized?
