EPA Proposed Cleanup Plan

On September 28, EPA released for public comment its proposed plan to clean up waste materials at the site. The public submitted written comments on the proposed plan through January 12, 2017.  EPA held a public meeting on October 20, 2016 at the Highlands Community Center to discuss the proposed plan with the community and receive comments from the audience.  The proposed plan presents a summary of the risks associated with the waste materials found at the site, a summary of alternatives for cleaning up the site and EPA’s preferred remedy to address the contamination at the site. EPA has also released its administrative record. EPA’s preferred remedy proposes a $87 million cleanup to remove an estimated 152,000 cubic yards of contaminated material located north of I-10 that exceeds our public health-based cleanup level, and install institutional controls and monitor the natural recovery of an area, known as the sand separation area, that is below the cleanup level. EPA’s preferred remedy also proposes a $9.9 million cleanup to remove an additional 50,000 cubic yards of waste materials located south of I-10 for offsite disposal. On-going inspections and temporary site controls to prevent the spread of waste materials will continue at the site. EPA will review and carefully consider comments before making its final decision in 2017.

A public meeting to inform residents of the proposed cleanup strategy and obtain comments on the Proposed Plan and EPA’s preferred remedy was held at 6:30 p.m. on Thursday, October 20, 2016, at the Highlands Community Center, 604 Highland Woods Drive, Highlands, Texas.
