Source Test Report of the Coker Steam Vent (Hovensa, L.L.C)

Hovensa, L.L.C., is a joint venture between a subsidiary of Hess Corporation and a subsidiary of Petroleos de Venezuela, S.A. (PDVSA). Hovensa operates a petroleum refinery in the south-central Estate Hope region of St. Croix, which is located in the United States Virgin Islands (USVI). The facility is one of the most recently constructed refineries in the United States and, with crude oil processing capacity of over 500,000 barrels per day (bpd), is one of the largest in the western hemisphere.

In September 2007, Hovensa received an emailed communication from the Environmental Protection Agency (EPA), Office of Enforcement and Compliance Assurance, requesting that Hovensa submit a Source Test Protocol to conduct source testing of the coke drum steam vents (Coker Steam Vents) which are used to depressurize the coke drums to atmosphere as part of routine Coker operation. This document contains the resluts of the source testing.
