The final amendments to the NESHAP add or revise, as applicable, emission limits for mercury (Hg), total hydrocarbons (THC), and particulate matter (PM) from kilns located at a major or an area sources, and hydrochloric acid (HCl) from kilns and located at major sources. The United States Environmental Protection Agency (EPA) is also adopting separate standards for these pollutants that apply during startup, shutdown, and operating modes. Finally, EPA is adopting performance specifications for use of Hg continuous emission monitors (CEMS) and updating recordkeeping and testing requirements.
The final amendments to the NSPS add or revise, as applicable, emission limits for particulate matter (PM), opacity, nitrogen oxides (NOx), and sulfur dioxide (SO2) for facilities that commence construction, modification, or reconstruction after June 16, 2008. The final rule also includes additional testing and monitoring requirements for affected sources.
As part of the regulatory process, EPA is required to develop a regulatory impact analysis (RIA). This August 2010 RIA includes an economic impact analysis (EIA) and a small entity impacts analysis and documents the RIA methods and results for the 2010 rules.
