Publication Rotogravure Printing (Graphic Arts Industry): New Source Performance Standards (NSPS)

Rule Summary

This action promulgates a standard of performance to limit emissions of volatile organic compounds (VOC) from new, modified, and reconstructed publication rotogravure printing presses. Reference Method 24A is included with this promulgation.

The standard implements Section 111 of the Clean Air Act and is based on the Administrator's determination that the graphic arts industry causes or contributes significantly to air pollution which may reasonably be anticipated to endanger public health or welfare.

The intended effect of the standard is to require all new, modified, and reconstructed publication rotogravure printing presses to control VOC emissions to the level achievable through use of the best demonstrated system of continuous emission reduction, considering costs, nonair quality health, and environmental and energy impacts.

EPA estimates this rule reduces nationwide emissions of VOC by an estimated 8,700 tons (7,900 Mg) per year, which represents a 5 percent reduction over required SIP controls (baseline).
