Smart Scorecard for Development Projects

Smart Scorecard for Development Projects (2002), developed by the Congress for the New Urbanism, is a tool to help decision makers, municipal planners and staff, neighborhood organizations, and developers determine whether a specific project is fulfilling a community's smart growth goals. It is designed to help communities that are discussing how and where to grow next.
