After the source switch, Flint residents started to report color and odor problems with the water to the EPA. By February 2015, indications of lead were being identified in the drinking water supply. The Flint Water Treatment Plant is responsible for operating the water supply and purification system, including three drinking water reservoirs, four pump stations, four dams on the Flint River and the water quality testing laboratory. The OIG team arrived on scene to interview the city's utilities administrator and plant operators, and tour the facility. water quality testing laboratory In April 2015, the EPA discovered that the necessary corrosion control had not been added in the public water system since the source switch. EPA Region 5 emergency response personnel go to Flint residents' homes to provide water filtration aid, sampling and other assistance. In January 2016, bottled water and filter distribution sites opened at Flint fire stations. New water distribution sites have since opened.National Guard troops maintained a presence at the sites. The OIG continued to meet with dozens of current and former city officials, state of Michigan officials, EPA personnel and others. The OIG found that, as early as June 2015, the EPA had the authority and sufficient information to issue an emergency order to protect Flint residents from lead-contaminated water under the Safe Drinking Water Act. The conditions in Flint continued. The EPA issued the emergency order to intervene in January 2016. It has since taken steps toward readiness for responding to future crises. The OIG has issued an initial report to alert the EPA of key factors that delayed its intervention in Flint, and to recommend that the EPA update and clarify its guidance on how and when to intervene. The evaluation of the Flint drinking water crisis is ongoing. The OIG plans to issue another report at the conclusion of its review.
