The chemical trichloroethylene (TCE) was used by CTS to clean metal parts. CTS sold the property in 1987. Later, the new owners developed residential neighborhoods on the land, and fenced off about 9 acres where the plant stood. The EPA and the state of North Carolina conducted assessment and cleanup activities at and near the CTS facility. In 1999, the facility and nearby properties were found to be contaminated with TCE and petroleum compounds. Exposure to large amounts of TCE may cause coma or death. EPA specified TCE as cancer causing. Other non-cancerous health effects of TCE exposure can include headache, dizziness and drowsiness. The EPA placed the CTS Asheville site on the Superfund National Priorities List in 2012. In June 2014, the EPA moved 13 residents living near the site because of unsafe levels of TCE in the air of their homes. The air contamination was thought to derive from contaminated groundwater discharging to the nearby springs. The Office of Inspector General has issued four reports containing numerous recommendations on EPA actions at the site. Most recently, the OIG issued 12 recommendations to improve EPA Region 4’s procedures for site investigation, sampling, monitoring and communicating with the public.
