eBEACHES Location Data SOP v2.0

Process

  1. For a new beach, new beach id, new beach-to-ID relationship (e.g., split or merge), or deletion of beach ID, go to 1. For refined location data only (e.g., lat/long) with no beach ID change, go to 2a-c.

Assign Beach ID

  1. Assign Beach ID
    1. When a state needs a new Beach ID (aka "Project ID" in STORET), the state must submit the name of the beach, the county the beach resides in, nearest town, and location data (lat/long) 1  for end points and intermediate points if necessary, (and shpfile, if available) to the eBeaches Group at CGI Federal (ebeaches@cgifederal.com) or call (276) 889-8920.
    2. If the beach(s) associated with an existing ID are changed, e.g., "merged", "split", or "deleted"; also provide the old-to-new beach relationships.
  2. CGI generates the new Beach ID(s), in PRAWN (and places an "historical flag" on the no longer used IDs) and informs the state and RTI.
    1. (if a few changes) adds the Beach ID(s) to WebRIT and assists states in indexing the beaches to the NHD: OW Support (owsupport@rti.org), 919-316-3711
    2. (if many changes) alternately, the state can use NHD-RIT (information on NHD-RIT) to index the beaches.
    3. Or, with EPA approval, the state could send the lat/longs or shpfile to RTI for indexing (if not done in 1.a).

Indexing to RAD

  1. The state uses WebRIT or NHD-RIT to index (or re-index) the beach to the NHD (see guidance). The state notifies RTI when they are done, and/or sends a shpfile (if not sent above).
  2. RTI works with the state to Q/A the session or file and sends a file to INDUS to use to update the RAD.
  3. INDUS updates the RAD and notifies RTI. (The revised beach indexed location is shown in EnviroMapper accessible through BEACON upon completion of the RAD update.

A future version of this SOP will include a description of how this locational data will be used to produce an updated National List of Beaches.


1 the lat/long points will be used in a map viewing service to show on BEACON the center point of the beach on a street and/or airphoto basemap. The lat/long or shpfile will continue to be used to index the beach to the EPA reach address database (RAD) to enable length calculation, and enable relating beaches to other data (e.g. permitted outfall locations), and hydrologic networking (e.g., modeling).

Latitude and longitude coordinates (lat/long coordinates should be no more than 6 decimal places) or GIS shapefile should be in decimal degrees, NAD 83 projection, or name of other projection data should be provided. Scale should be 1:5000 to 1:100,000. (A future version of this SOP will include an appendix for directions on how to submit latitude / longitude and shpfiles and their metadata to PRAWN).
