Renewable Fuel Standard: Final Renewable Fuel Standards for 2014, 2015, and 2016, and the Biomass-Based Volume for 2017
On November 30, 2015, EPA finalized the volume requirements and associated percentage standards under the RFS program in calendar years 2014, 2015, and 2016 for cellulosic biofuel, biomass-based diesel, advanced biofuel, and total renewable fuel. EPA also finalized the volume requirement for biomass-based diesel for 2017.

Renewable Fuel Standard: Proposed Renewable Fuel Standards for 2014, 2015, and 2016, and the Biomass-Based Volume for 2017
EPA proposed the volume requirements and associated percentage standards that would apply under the RFS program in calendar years 2014, 2015, and 2016 for cellulosic biofuel, biomass-based diesel, advanced biofuel, and total renewable fuel. EPA also proposed the volume requirement for biomass-based diesel for 2017.
Renewable Fuels Volume Standards Timeline Announced
A consent decree in litigation brought against EPA, by the American Petroleum Institute (API) and the American Fuel and Petrochemical Manufacturers (AFPM), established the following schedule for issuing Renewable Fuel Standards for 2014 and 2015:
- By June 1, 2015, the agency will propose volume requirements for 2015;
- By November 30, 2015, EPA will finalize volume requirements for 2014 and 2015 and resolve a pending waiver petition for 2014.
Outside the scope of the consent decree, EPA also committed to:
- Propose the RFS volume requirements for 2016 by June 1, 2015 and finalize them by November 30, 2015;
- Propose and finalize the RFS biomass-based diesel volume requirement for 2017 on the same schedule; and
- Re-propose volume requirements for 2014, by June 1, that reflect the volumes of renewable fuel that were actually used in 2014.
Cellulosic Waiver Credit Price and Minor Amendments: Direct Final Rule
A direct final rule on the Renewable Fuels (RFS) program to clarify how EPA calculates cellulosic waiver credit prices.

Approval Letter for an Alternative Renewable Biomass Tracking Program
CARBIO’s plan includes a robust tracking program that requires an independent third party to conduct an annual survey of the entire biofuel supply chain, from soybean production through intermediate processing, to biodiesel production. This approved plan enhances existing regulatory oversight requirements currently applied to qualifying renewable fuels being imported from Argentina.
Request for Substantiations of Claims of Confidential Business Information (CBI) from Businesses that have Submitted Reports and Transactional Information under the Renewable Fuel Standard (RFS) Program
EPA received a request under the Freedom of Information Act (FOIA) for certain records submitted to EPA under the Renewable Fuel Standard (RFS) program between January 1, 2011 and November 2014. EPA has published a notice in the Federal Register requesting substantiations of confidentiality claims from businesses that have submitted any or all of the information listed in the notice and are claiming the information as confidential business information (CBI).
