The Environmental Protection Agency’s (EPA’s) Office of Transportation and Air Quality (OTAQ) developed this guidance, The Environmental Justice Primer for Ports: The Good Neighbor Guide to Building Partnerships and Social Equity with Communities (The Environmental Justice Primer for Ports). The Environmental Justice Primer for Ports is designed to inform the port industry sector of the perspectives, priorities, and challenges often unique to communities with environmental justice (EJ) concerns. In addition to orienting the port sector about EJ considerations, this resource is structured to provide step-by-step guidance to improve the effectiveness of port -community engagement in addressing concerns of impacted residential communities.

To advance the utility of the educational content about EJ principles in the context of port operations, numerous examples of effective port engagement actions are featured.  Also, EJ principles are integrated into a step-by-step good neighbor roadmap process that parallels the Community Action Roadmap.
