Regional Implementation Manual for the Evaluation of Dredged Material Proposed for Disposal in New England Waters

This Regional Implementation Manual for the Evaluation of Dredged Material Proposed for Disposal in New England Waters, or RIM, was prepared by EPA Region 1 in cooperation with the New England District (CENAE) of the U.S. Army Corps of Engineers (Corps) to provide guidance for applicants proposing open-water disposal of dredged material in New England waters. Under section 103 of the Marine Protection, Research and Sanctuaries Act and section 404 of the Clean Water Act, the Corps and EPA have issued national guidance and testing requirements to evaluate dredged material for open water disposal. These national guidance manuals are called the "Green Book" and the “Inland Testing Manual.” The RIM applies the national guidance to the New England area and supercedes the previous regional manual. The RIM provides New England-specific guidance on: permit application and coordination requirements; sampling methodologies; updated reference site locations; contaminants of concern and analytical reporting limits; and species and test conditions for biological testing.
