The purpose of this guidance is to encourage the formation of Local Planning Groups to assist in the development of dredged material management plans. This guidance provides a framework to:

1. assist in the formation of Local Planning Groups;
2. provide context regarding Local Planning Groups’ relationship to other groups having different but compatible purposes, e.g., Regional Dredging Teams;
3. establish a planning process; and
4. develop and implement dredged material management plans.
