May 28, 2014 -- EPA is seeking public comment on the “Framework for Identifying and Evaluating Lead-Based Paint Hazards from Renovation, Repair, and Painting Activities in Public and Commercial Buildings.” The Framework describes a tailored approach for identifying and evaluating potential hazards created by renovations of public and commercial buildings. EPA will consider the public comments as the Agency assesses whether hazards are created by public and commercial building renovations. The Agency will develop proposed requirements to reduce any hazards, if found; such requirements would also be subject to public review and comment.   • Lead-Based Paint Activities. Establishes standards for lead-based paint abatement, risk assessment, and inspection, and establishes standards and procedures for State and Tribal authorization of these lead programs.
  • Residential Property Renovation (RRP). Establishes standards for renovation, repair, and painting (RRP) activities, and establishes standards and procedures for State and Tribal authorization of these lead programs.
  • Lead-Based Paint Hazards. Identifies hazard standards for lead in paint, dust, and soil.
  • Real Estate Disclosure. Establishes requirements for lead disclosure upon sale or lease of target housing.
  • National Lead Laboratory Accreditation Program (TSCA 405(b)). Establishes protocols, criteria, and minimum performance standards for laboratory analysis of lead in paint, dust, and soil.
  • Pre-Renovation Education Rule. Establishes requirements for information disclosure about possible lead exposure hazards prior to residential renovation, repair, and remodeling work.
