10-Year Framework of Programmes on Sustainable Consumption and Production
One of the important programmatic outcomes from the U.N. Conference on Sustainable Development (Rio+20) was the adoption of the 10-Year Framework of Programmes (10YFP) on Sustainable Consumption and Production (SCP) — commonly referred to at the 10YFP. The 10YFP was initiated to promote resource efficiency and sustainability.
The initial program areas include:
- Consumer information Exit
- Sustainable lifestyles and education Exit
- Sustainable public procurement Exit
- Sustainable buildings and construction Exit
- Sustainable tourism, including ecotourism Exit
- Sustainable food systems Exit
SCP is also a component of the 2030 Agenda for Sustainable Development, Exit with its 17 Sustainable Development Goals (SDGs) Exit adopted by the 193 UN member countries. SCP has it is own Goal (Goal 12), but is also reflected in a number of other Targets identified in other SDGs.
The United Nations Environment Programme (UNEP) Exit serves as the 10YFP Secretariat.
EPA's Role in the 10YFP
EPA serves as the U.S. National Focal Point for the 10YFP and leads interagency participation in the activities of this effort, including leading an interagency contact group to promote cross-government inputs to, and distribution of, key 10YFP materials.
EPA is currently focused on four key areas in support of the 10YFP:
- Inputs to the Global SCP Clearinghouse. Exit The Clearinghouse, which was launched in 2013, is the key information exchange and networking platform supporting the 10YFP.
- The 10YFP Sustainable Public Procurement Programme (SPPP). Exit EPA was part of launching this UNEP-led initiative at Rio+20 and serves on the Multi-Stakeholder Advisory Committee and several of the program's Working Groups.
- Collaboration on Development of a Global Network of Interoperable Life-Cycle Assessment Databases. Life-Cycle Assessment (LCA) is a touchstone feature of the 10YFP. This project is being advanced under the International Forum on LCA Cooperation and is part of the 10YFP Consumer Information Programme. Exit
- Cooperation on Reducing Wasted Food. EPA is developing a new project with UNEP, through its Regional Office for North America,Exit to promote recovery of wasted food (e.g. for donation to food banks) and food waste recycling (e.g. for industrial applications, anaerobic digestion and composting) to divert it from landfill disposal and thus reduce landfill methane emissions. The project will consider regional and international best practices, and will support objectives of the new 10YFP Sustainable Food Systems Programme. Exit
