Cleanup Status

Resource Conservation and Recovery Act (RCRA) Corrective Action activities at the Sunoco Schuylkill River Tank Farm are being conducted under a joint effort by EPA and Pennsylvania Department of Environmental Protection (PADEP).

The Facility is one of EPA’s Region III high priority RCRA corrective action sites. In August 2003, EPA made an Environmental Indicators determination that no further corrective action is necessary at this time.

2003: Sunoco replaces the 1993 PADEP Point Breeze Processing Area Consent Order and Agreement (CO&A) to include the Schuylkill River Tank Farm.

2005: Sunoco is interested in the applicability of the One-Clean-UP Program to streamline the remediation program at its Philadelphia Refinery under the EPA RCRA program, the PADEP Land Recycling and Environmental Remediation Standards Act (Act 2) program and the indicated PADEP Consent Order.

2006: Sunoco submits a Notice of Intent to Remediate (NIR) for the Sunoco Inc. (R&M) Philadelphia Refinery to PADEP in accordance with the Act 2. The NIR covers remediation being done as part of the 2003 CO&A at Point Breeze, Girard Point and Schuylkill River Tank Farm. The NIR is being submitted with the intent to enter the Sunoco Philadelphia Refinery into the One Cleanup Program with PADEP and the USEPA. All remediation work at the Philadelphia refinery will be completed under the 2003 CO&A, however, RCRA Corrective Action measures will be addressed concurrently with the work performed under the CO&A and within the Act 2 program.

2007: Sunoco submits PADEP for approval a copy of the request for “Consolidation of EPA Facility ID Numbers” for its Girard Pt, Pt Breeze and Schuylkill River Tank Farm facilities.

The Facility (about 211 acres) is a product storage and transhipment tank farm handling finished distillate, LPG products, and gasolines, containing a lead compound additive facility, pumps for discharge of finished products to pipeline systems, butane and intermediate storage for refinery, and LPG tank truck loading facilities. The Facility is an integral part of the refinery, being connected by pipelines under Schuylkill River.
