Cleanup Status
The Lord Kinematics facility (Facility) performed a facility wide investigation of environmental conditions under the Pennsylvania Department of Environmental Protection's (PADEP's) Act 2 (Land Recycling and Environmental Remediation Standards Act) Program. The results of this investigation revealed the presence of tetrachloroethylene (PCE) in the groundwater at levels above the Environmental Protection Agency's (EPA's) Maximum Contaminant Levels (MCLs).
In August 1998, Lord submitted an Act 2 Notice of Intent to Remediate (NIR) to PADEP, notified Borough of Cambridge Springs and posted a notice in a local newspaper.
In February 1999, PADEP approved the overall Site Remedial Investigation/Risk Assessment.
In December 2000, Lord submitted to EPA a technical study on Remedial Technology Screening.
In April 2003, Lord submitted to PADEP a Final Phytoremediation Work Plan.
In May 2003, PADEP approved the Act 2 Final Report submitted on behalf of Lord pursuant to Act 2 and indicated the Facility attained a site specific standard. In addition, PADEP required a deed notice.
In February 2007, based on the 2003 phytoremediation work plan, Lord indicated that collection of groundwater elevation data had been discontinued and there was no projected monitoring or reporting in 2007 and thereafter. The phytoremediation barrier would continue to be maintained with periodic trimmings and tree replacement as necessary.
In March 2008, EPA issued a Resource Conservation and Recovery Act (RCRA) Corrective Action Statement of Basis and an Agency Determination for Corrective Action Complete with Controls. PADEP's approval of Lord's post remedial plan activities required Lord to prohibit the use of groundwater for potable purposes through a deed restriction and to include a Erie County deed notice of contamination at the site.
Site Description
The Lord Corporation purchased the Cambridge Springs site in 1966 from a Company called White Industries. Occupying approximately 16.6 acres, the Facility is bordered by the Cambridge Springs Borough Wastewater treatment plant and French Creek to the north, undeveloped land and Jackson Run (a tributary of French Creek) to the west, and residential housing and light industrial properties to the south and east. Since 1966, Lord has manufactured elastomer to metal bonded products (rubber bonded to various metals). Hazardous wastes associated with this process include chlorinated solvents, non-chlorinated solvents, spent chemical treatment solutions, sludge from wastewater treatment solutions, and lead containing ash from a pyrolysis furnace.
