Cleanup Status
The final decision of Complete without Controls became effective November 27, 2012 after a 30-day public comment period. No further action is required to make the Liberty Pultrusions property suitable for any type of land use.
An Environmental Indicator (EI) inspection was conducted at the Liberty Putrusions facility (Facility) in November 2008 to determine if human exposures to contamination and migration of contaminated groundwater are under control. Several solid waste management units (SWMU) were observed in the inspection, none of which appeared to have issues of hazardous waste contamination. Prior remedial activities at the Facility included the removal in 1987 of two 10,000-gallon underground storage tanks (UST) that were presumably used for heating oil. Approximately 22 cubic yards of contaminated soil was removed from the area of UST excavation. EPA performed a sampling effort in this area in August 2012 that showed no contamination in soil or groundwater above levels considered protective of unrestricted use. As a result, EPA determined that both EIs were met at the facility in October 2012.
Site Description
The 4.76-acre Liberty Putrusions facility is located in a mixed residential and industrial area off of Lebanon School Road approximately one quarter mile west of the Monongahela River. The Facility manufactures fiberglass-reinforced rods and tubes. From 1960 to 1987 the Facility was owned by several electrical companies. From 1987 to the present the Facility has manufactured various fiberglass-reinforced shapes, primarily long rods and tubes that easily lend themselves to the pultrusion process.
Contaminants at this Facility
The primary hazardous waste generated at the facility is waste acetone, which is used in the manufacturing and cleaning process; however, there is no evidence that suggests that spills or releases of acetone have occurred at the facility. Soil contaminated with lubricating oil was discovered during the removal of two 10,000-gallon underground storage tanks in 1987, and approximately 22 cubic yards of impacted soil was removed. Results from soil and groundwater sampling performed by EPA in this area in August 2012 suggest that no contamination above protective levels remains at the facility.

Institutional controls were not required.
Land Reuse Information at this Facility
Liberty Pultrusions continues to use the facility to manufacture long fiberglass-reinforced rods and tubes.
