Cleanup Status

On September 27, 2016, The United States Environmental Protection Agency (EPA) issued a Final Decision for Corrective Action at the Former Ingersoll Rand Industrial Technologies facility (Ingersoll Rand), located in Athens, PA. The proposed remedy at Ingersoll Rand was issued and advertised in the Morning Times newspaper for public comment on August 16, 2016 and on the EPA Region III website. The public comment period ended on September 15, 2016. EPA received no comments on the proposed remedy. Consequently, the Final Remedy is unchanged from that proposed in the Statement of Basis.

EPA issued a Statement of Basis in which it announced its proposed decision for the Facility. EPA’s remedy consists of continued groundwater monitoring for trichloroethylene until EPA’s drinking water standard is attained and the excavation and disposal of contaminated soil at the Willow Street parking lot. The proposed remedy also consists of institutional controls that restrict groundwater and land use. Excavation work is scheduled to commence in 2016 and groundwater monitoring will continue for eight quarters. If stable or decreasing trends are obvious after four quarters of MNA, a petition may be made to reduce or cease the monitoring program.

The 38 acre facility is located in Athens, Bradford County, Pennsylvania, less than five miles from the New York state border. Land use surrounding the property is primarily residential with some small industrial properties located northwest of the facility. The facility produces pneumatic hand tools for industrial use. The production process has only changed a little since the facility started manufacturing process in 1905. The facility consists of a 400,000 square-foot main factory building and a 7,000 square-foot storage building. There are also two large parking lots on site.


Contaminants at this Facility

The contaminants of concern are Trichlorethylene (TCE) , Polycyclic aromatic hydrocarbons (PAH) , polychlorinated biphenyl (PCBs) and metals in groundwater.
