Cleanup Status

Carpenter Technology Corporation (the Facility") is currently pumping and treating groundwater under the terms of an EPA approved corrective action groundwater program.

The Facility monitors the pump and treat system's performance on a semi-annual basis and submits results to EPA. The Facility will submit a progress report on remedy performance every three years to confirm the media clean-up requirements remain feasible. In the event that the concentrations of the Volatile Organic Compounds (VOCs) in the groundwater has attained steady-state conditions, the Facility may petition EPA to revise the cleanup requirements.

The main contaminants in the groundwater are 1,1-dichloroethane, 1,1,1-trichloroethane, cis-1,2-dichloroethene, Trichloroethene, and Tetrachloroethene.

In October 1998, EPA issued Resource Conservation and Recovery Act (RCRA) permit modification to the Facility to implement a remedy which consists of pumping and treating contaminated groundwater via a series of groundwater recovery and leachate collection systems that redirect contaminated groundwater to the Facility's NPDES permitted wastewater treatment plant. The wastewater treatment plant is designed to treat Volatile Organic Compounds (VOCs) and metals.

EPA published a public notice in local newspapers that described the remedy for the Facility in September 1998. No comments were received from the community.

      While no institutional controls are in place, there is a enginerring control  for groundwater is monitoring for chlorinated levels and controlled under Permit Modication Order and Engineeering Controls. The engineering control uses a the pump and treat system whose performance is monitored on a semi-annual basis and results submitted to the EPA under Permit Modification.
