Cleanup Status
This facility is one of EPA Region 3's high priority Resource Conservation and Recovery Act (RCRA) corrective action sites. The approximately ten acre inactive landfill was used to landfill coal-tar byproduct and activated wastewater treatment sludge from Kopper's nearby Follansbee, West Virginia plant. On March 22, 2000 EPA determined that both the Human Exposures and Groundwater Environmental Indicators have been met. EPA and the West Virginia Department of Environmental Protection (WVDEP) evaluated the site and determined that all of the corrective action requirements have been met. In November of 2005, WVDEP reissued Colliers a post-closure permit that included a No Further Corrective Action with Monitoring determination as part of the permit. The facility is still required to perform semi-annual groundwater compliance monitoring. Activities at this site are now covered under the West Virginia State permit.
Site Description
The Colliers Landfill is located on a former strip mine site adjacent to the county municipal landfill. The landfill was used for the disposal of wastes from a wood treatment plant located in Follansbee, W. Va. The wastes disposed there consisted of solid waste, drums of asbestos, and wastewater treatment sludges (K035 listed hazardous waste). The landfill was closed under a landfill closure permit issued by the State of West Virginia. The current RCRA cap and fencing prevent human exposure to any hazardous waste contained within the landfill. The slurry wall around the landfill is limiting any movement of contaminants through the groundwater. Quarterly monitoring of the groundwater and seeps down gradient of the landfill are continuing under a RCRA post closure permit
Contaminants at this Facility
Chromium concentrations in monitoring wells have been detected above MCLs (120 ug/l to 300 ug/l). However, a cap and slurry wall have been constructed over and around the landfill under a state landfill closure permit. Also drums of asbestos, and wastewater treatment sludges (K035 listed hazardous waste) were in the landfill which was capped.

Institutional Controls for ENTIRE FACILITY include: CA772EP - Enforcement and Permit tools. This institutional control is a Post Closure Permit issued by WVDEP in November of 2005. This permit included a No Further Corrective Action with Monitoring determination as part of the permit. The facility is required to perform semi-annual groundwater compliance monitoring. Engineering Controls for ENTIRE FACILITY include: CA770GW - non-groundwater engineering control. This engineering control consists of a slurry wall and landfill cap.

RCRA Corrective Action activities at this facility have been conducted under the direction of EPA Region 3 with assistance from the State. A new West Virginia Department of Environmental Protection RCRA permit was issued that provides lead authority for Corrective Action to the State.
