In 1990, EPA issued Schrader-Bridgeport International, Inc. - Altavista facility (SBII-Altavista) a Resource Conservation and Recovery Act (RCRA) Administrative Order on Consent to conduct an investigation at the site. This work was completed in 1995. Based on the results of the investigation, EPA determined that groundwater was the only media of concern, and that an expansion of an interim measures pump and treat system installed in 1990 was the most effective method to remediate the site.
Cleanup Status
In September 1996, EPA issued SBII-Altavista a second Administrative Order on Consent requiring SBII-Altavista to implement the final remedy, which included augmenting the interim measures system of eight original recovery wells with six additional pumping wells. SBII-Altavista received approval from EPA and Virginia Department of Environmental Quality (VDEQ) for the design of this system in February 1999. Following construction, the recovery system was tested for effectiveness through a series of aquifer pumping tests. SBII-Altavista completed these activities by April 2000, when the system was fully operational.
SBII-Altavista continues to monitor water elevations and sample groundwater monitoring wells on a periodic basis to ensure that the system is containing the plume and performing as designed. The facility submits the results of these activities to both EPA and VDEQ for review. SBII-Altavista completed a Five-Year Assessment of the system in June 2006. The assessment evaluated the performance and effectiveness of the ground water pump and treat system over the past five years. The Five-Year Assessment predicted that it will take many more years to achieve the required ground water clean up levels. As a result, Schrader is considering evaluating additional remediation technologies that could potentially reduce the remediation time frame.
On December 15, 2005 VDEQ reissued the Post-Closure Care permit for a former sludge disposal pit and polishing lagoon. Schrader continues to monitor ground water twice each year as part of the post-closure care permit requirements.

View larger mapSBII-Altavista is located in Altavista, Virginia, approximately 12 miles south of Lynchburg, Virginia. The surrounding land area use is a mixture of industrial, commercial, agricultural and residential. The 68-acre site has manufactured fluid control devices, such as tire valves and charging ports for refrigeration and air conditioning systems since 1967. Historically, manufacturing operations included the use of solvent degreasers, however that practice was discontinued in 1993. Today, SBII-Altavista employs approximately 300 people.
Contaminants at this Facility
Volatile organic compounds (VOCs) are the main constituents found in the groundwater at this site. The VOCs primarily consist of tetrachloroethylene (PCE) and trichloroethylene (TCE), with trace levels of breakdown products from these chemicals.
