CCL Industries signed an Administrative Order of Consent with EPA on February 27, 2014. CCL Industries owns the property, but does not operate any manufacturing at the Facility. The property is subleased to other manufactures.

    Cleanup Status

    Under the Consent Order, EPA and CCL will continue to determine the nature and extent of the trichloroethylene (TCE) groundwater plume under the Facility. The groundwater pump and treat system, which had been operating for over a year, was shut down for 90 days for evaluation of groundwater and sub-slab vapors under the building. In CCL's Report of March 2015, the pump and treat was shown to have little or no impact on controlling the groundwater plume. CCL will submit a workplan in October to address the need for a better understanding of groundwater movement on site as well feasibility of a vacuum extraction system under the building.

      The INTRAPAC facility manufactures aluminum and tin tubes and inhaler cans for the pharmaceutical, health care, personal care, household and industrial markets. Manufacturing at the facility began in 1959.

      Resource Conservation and Recovery Act (RCRA) Corrective Action activities at this facility are being conducted under the direction of the EPA Region 3 with assistance from the Virginia Department of Environmental Quality.
