The approved remedy is being implemented and enforced by a Consent Order agreed to by Virginia Department of Environmental Quality (VA DEQ) and the Facility on September 9, 2014.

Cleanup Status

A final remedy decision was complete for the Former Mobil-Manassas Terminal on March 21, 2014. The facility’s final remedy includes on-going groundwater monitoring, vacuum truck extraction of ground water, and institutional controls in the form of a Special Warranty Deed.

Institutional controls at the facility restrict the use of groundwater from beneath the property, restrict the use of the property to industrial purposes only, and require vapor intrusion evaluation and/or mitigation controls if any new buildings designed for occupation are built within 100 feet of contaminated groundwater. Institutional controls also require periodic evaluations of the protectiveness of the remedy through annual reporting.

Site Description

The Site occupies 11 acres of an industrial park located approximately 2.5 miles north of downtown Manassas. The Site is bordered to the north by the Pomeroy Company facility, to the south by a commercial building, to the east by the Transcontinental Gas Pipeline Company facility, and to the west by the Interstate 66 Industrial Park and a private warehousing company.

The Facility currently has nine above ground storage tanks (ASTs) and two underground storage tanks providing a total bulk storage capacity of approximately 15.9 million gallons of petroleum. Additional structures on Site include a tank truck loading rack, an office building, a maintenance building, and a fire pump house.

    Contaminants at this Facility

    The Contaminants of Concern (COCs) known to be present include benzene, toluene, ethylbenzene, xylenes (BTEX) and methyl tert-butyl ether (MTBE).

    Institutional and Engineering Controls at this Facility

     A Special Warranty Deed that (a) specified that no part of the property could be used for any residential use, commercial use involving children (child care facilities or hospitals), or recreational use; (b) prohibited the installation of any wells for drinking water or irrigation supply; (c) prohibited the construction of basements; (d) specified that similar restrictive covenants shall be inserted in any deed, lease, or other instrument conveying or demising the property; and (e) specified that the grantee, its successors, and permitted assigns agree to execute any documents required by any regulatory authority of the current owner of the property that are consistent with the above land-use restrictions. This Special Warranty Deed was agreed to as part of a previous property transaction.

    Site Responsiblity at this Facility

    Resource Conservation and Recovery Act (RCRA) Corrective Action activities at this facility are being conducted under the direction of the VA DEQ with assistance from the EPA Region 3.
