Cleanup Status
On September 9, 2008, the VA DEQ approved the revised Interim Measures Work Plan Areao of Concern #2 (AOC-2). Construction of the extension of the landfill cap for AOC-2 was completed in November 2009.
Construction of the Interim Measure for AOC-1 was completed in November 2009. Interim Measure activities including the injection of oxidant and groundwater monitoring have been on-going since November 2009 and continue to date.
Virginia Department of Environmental Quality (VA DEQ) is currently working with the facility to evaluate the recently constructed Interim Measures for AOC-1 and AOC-2 as the final remedy. This remedy should be available for public review around 2013.

Federal-Mogul Corporation (Federal-Mogul) consists of an approximately 400,000 square-foot break-lining manufacturing facility consisting of a building and several smaller structures. The plant is bounded by CSX Railroad property on the west and Pleasant Valley Road on the east.
Brake pads and brake components have been manufactured at the facility since 1947. Until 1988, lead and asbestos was used in the manufacturing process. Hazardous waste from the process was managed in surface impoundments and a waste pile, which were closed in the 1980's pursuant to Resource Conservation and Recovery Act (RCRA) requirements and which are subject to the post-closure care requirements set forth in the current RCRA Post-Closure Permit.
Contaminants at this Facility
The primary constituent of concern is TCE in groundwater at AOC-1. Additional constituents of concern include lead and asbestos in soil at AOC-2.
Institutional and Engineering Controls at this Facility
The deed restriction for the closed landfill unit boundary was recently revised so to incorporate the footprint of the AOC-2 into the area of the permitted and closed Regulated Unit (landfill). The legal filing of the deed restriction is anticipated to be filed during 2011.
Land Reuse Information at this Facility
The facility continues to be used for industrial purposes by Federal-Mogul.
Site Responsiblity at this Facility
RCRA Corrective Action activities at this facility are being conducted under the direction of the VA DEQ with assistance from the EPA Region 3.
