A Post-Closure Permit was issued in 1994 for two closed hazardous waste management units (HWMUs). In 1998, the Post-Closure Permit was modified to implement a Base Corrective Action Program for groundwater at the Facility to address concentrations of TCE above the groundwater protection standard (GPS). In 2001, the Virginia Department of Environmental Quality (VA DEQ) issued a Hazardous and Solid Waste Amendments (1984) Corrective Action Permit (HSWA Permit) for facility-wide corrective action at solid waste management units and areas of concern (AOCs) identified at the Facility by the EPA. The HSWA Permit required the permittee to complete a Resource Conservation and Recovery Act (RCRA) Facility Investigation, implement interim measures as necessary, and complete a Corrective Measures Study (CMS).
Cleanup Status
In September 2012, the facility's Hazardous Waste Management Permit was modified to incorporate a final remedy detailed in a Statement of Basis developed by the Virginia Department of Environmental Quality (DEQ), which includes active remediation and institutional and engineering controls. The Statement of Basis and Permit modifications underwent a 60-day public comment period during which a public meeting was conducted. No comments were received during the comment period. The modified Permit became effective on September 18, 2012 and represents Remedy Selection and Remedy Construction Complete determinations in accordance with the Corrective Action process.
The final remedy detailed in the Statement of Basis requires the Facility to operate and maintain a soil vapor extraction (SVE) system, to continue operating the existing groundwater pump and treat (P&T) system (installed in 1998), perform long term groundwater monitoring, and maintain certain property mechanisms known as Institutional and Engineering Controls.

View larger mapFederal-Mogul Corporation (Federal-Mogul) is located on approximately 58 acres of land approximately three miles southeast of the Town of Blacksburg, Montgomery County, Virginia.
On August 21, 1998, a groundwater recovery and treatment system was started to manage site-wide groundwater contaminated with trichlorethene (TCE). The treatment system, consisting of an air stripper and carbon filtration units, treats TCE-impacted groundwater removed from three on-site extraction wells.
Federal-Mogul constructed potable water lines to deliver city drinking water to residents along Jennelle Road, located south of the facility, whose water wells were impacted by the facility’s groundwater plume. The potable water lines were extended to provide city drinking water to other nearby non-impacted residences as an added safety measure.
In November 2007, and in November 2009 and December 2009, the Facility performed short term pilot tests for SVE using two extraction wells and six vapor monitoring points. In April 2010, a full scale SVE pilot test was initiated using 18 extraction wells and 16 vapor monitoring points.
