Review of all available records and discussions during a March 31, 2010 site visit indicated numerous small releases were contained and cleaned up. Two larger releases required soil excavation. Currently all areas that contain hazardous waste employ dual containment and the entire site is paved.
Cleanup Status
A Final Resource Conservation and Recovery Act (RCRA) Site Visit Report was issued on September 28, 2010 for the Facility. A Statement of Basis (SOB) was noticed on December 28, 2010. The EPA issued its Final Decision regarding the Facility on February 7, 2011 stating that Corrective Action was Complete without Controls.
Site Description
The site is located on 5.5 acres in the southwestern portion of Baltimore adjacent to I-95 at 1910 Russell Street. The Facility is located adjacent to the highway on-ramp in a dense industrial area.
The Clean Harbors Baltimore location operates 24 hours per day, seven days per week. The Facility collects, stores, analyzes, treats, consolidates, and transfers hazardous wastes and wastewaters. The Facility is permitted for the Storage and Treatment of a wide variety of D, F, K. P, U, and M listed wastes. The Facility consists of an administrative building, a maintenance building, a process building for aqueous waste, a process building for organic aqueous waste, several storage tank basins, a waste receiving area, two railroad spurs, a waste storage area and bulk solid storage area, a waste oil storage area, and a laboratory trailer.

RCRA Corrective Action activities at this facility are being conducted under the direction of the EPA Region 3 with assistance from Maryland Department of Environmental Protection.
