Guidance on Initial Site Assessment at Corrective Action Sites

This guidance document can be used to conduct Corrective Action site assessment efforts. This document informs Resource Conservation and Recovery Act (RCRA) permit writers and enforcement officials of procedures to be used in conducting RCRA Facility Assessments. The RCRA Facility Assessment is a four-stage process for:

  • Identifying and gathering information on releases at RCRA Facilities;
  • Evaluating solid waste management units (SWMUs) and other areas of concern for releases to all media and regulated units for releases to media other than ground water;
  • Making preliminary determinations regarding releases of concern and the need for further actions and interim measures at the facility; and
  • Screening from further investigation those SWMUS which do not pose a threat to human health or the environment.
