On June 1, 1990, EPA promulgated regulations implementing the last of five Congressionally mandated prohibitions on land disposal of hazardous wastes (the third one-third of the schedule of restricted hazardous wastes, referred to as the Third Third). This action was taken in response to amendments to the Resource Conservation and Recovery Act (RCRA), enacted in the Hazardous and Solid Waste Amendments (HSWA) of 1984.
