In the Requirements for the Management of Hazardous Contaminated Media Rule, EPA identified the application of three RCRA requirements to remediation wastes as the biggest problems to address: Land Disposal Restrictions (LDRs), Minimum Technological Requirements (MTRs), and permitting. This document contains the regulations and policies EPA has used to address and solve these problems including: the “Area of Contamination” (AOC) policy, the “contained-in” policy, and the regulations for Corrective Action Management Units (CAMUs) and temporary units.
